Comp 1: Communication & Capitalization

Phase 1.1: Communication and capitalization strategy

Description: A Communication and capitalization strategy will be design by Lead Partner as an important component for the project in order to provide a framework for ensuring that information and the gained knowledge will be shared with the appropriate audience on a timely basis and by the most effective means. In this strategy an after project communication plan will be also foreseen. This methodology will be provided to the partners in order to make the appropriate adjustments considering the special local characteristics of the participant regions.
The main means/provisions that envisaged and will be used for the information, communication and capitalization of the project and its results are presented in the description of the following phases.

Phase 1.2: Project’s workshops

Description: For the project’s internal communication, six workshops (one per semester) will be held in order to increase the visibility of the project towards, mainly, to the partners and institutions. In the partners’ delegation a member of the S.C. and two persons of the personnel or experts involved in the implementation of phases will participate. During the workshops the projects outcomes and activities will be presented and evaluated. They will be also used as a tool for the project’s external communication; representatives of local authorities and institutions on WM will be invited to participate.

Phase 1.3: Project’s Web Site and Information Material

Description: The project’s Web site will be developed & operated as a basic tool for the project’s dissemination and capitalisation. It shall operate as a collaborative space of partnership and as an inter-active space to link and motivate local actors. The site will be displayed in the 4 national languages and English.
It will be divided in two sections. The first one presenting the project, its objectivities and results, information material and relative web links, it will freely accessible for external communication. The second one will be run as a work tool for internal communication of the partners.
Additional Project’s information material in English and national languages will be produced and distributed for the information of general public.

Phase 1.4: Capitalization of Project’s results

Description: Edition of a Short Guidebook on Keywords and requirements of Local Agenda 21 as well as on good examples – case studies of local water management activities meeting Local Agenda 21 criteria. The case studies, designed as “learning examples”, will not only describe the respective measures implemented but also the local background and framework conditions as well as the methods applied. Edition of a Short Guidebook presenting the WM in the pilot basins based on the results of phases 3.3 & 3.4. Both Guidebooks will be produced in English (ANATOLIKI) and national languages. Organization of local courses in each territory address to local actors at the project’s last semester.

Phase 1.5: Closing Conference

Description: Organization of a closing conference on Water management and Public participation. There will be an announcement of the conference on the website as well as via the partner’s mailing list and will be opened to (no registration fees) all the interesting parties. The programme of the conference will include presentation of the project results by the partner scheme and of different water management issues by European experts. The conference will bring together policy makers, academics and scientist and enterprises that are interested in the water management issues. The proceedings of the Conference will be recorded in a CD and distributed to the attendees and other targeted audience.

Comp 2: Management & coordination

Phase 2.1: Management & Coordination

Description: It includes the financial and technical Management activities, the project reporting activities and the general coordination of the partnership. The following actions are comprised:
1) the appointment of a project coordinator by the lead partner and of a project manager per partner
2) institution of a Steering Committee
3) creation of LP’s management team and of technical teams per partner
4) Project financial and administrative management with preparation of Activity and financial reports and
5) Co-operation with MED Programme authorities and committees.
Finally, in order to monitor measure and evaluate the project’s implementation a Quality Assurance protocol will be established.

Comp 3: Water Management (WM) in the participants’ regions–Pilot river basins

Phase 3.1: Water Management Analysis
Province of Lucca

Description: Analysis of water status in participant regions, legal framework, water infrastructures, water pricing policies and administrative schemes – bodies.
Particular emphasis will be given to the Public participation activities in water management in the participant regions.
Moreover, the application of WFD and GWD will be identified and assessed in accordance with the provision of the Directives. The context of the analysis will be determined by the coordinating partner in collaboration with the lead partner.
Finally, this analysis will be used to make the selection of the pilot basin in each participant region.

Description: The previous analysis will be evaluate and comparison among the water management policies and techniques in the participants’ regions will be made in order to identify the disparities-similarities and strengths and weakness between WM in the participant region’s.

Phase 3.3: WM Lists and Database

Description: Based on the results of WM analysis, each partner will propose a list of indices and criteria for the monitoring of sustainable water management.
Through the analysis and synthesis of the different lists a common list will be formed. The Water Management List of indices will be used for the creation of a common database on water management as an interactive tool between participant regions.

Phase 3.4: WM in Pilot River Basins

Description: Enrichment of information about Water Management based on the established indicators for the pilot river basin districts. Evaluation of current status on water management and registration of water management strengths, weaknesses, opportunities and threats on a Swot matrix per pilot basin.
Finally, a strategic water management plan per pilot basin will be developed. The plan will be put in the core of the negotiation tables during the phase 5.1 in order the worries and proposals of local actors to be take in consideration during the water action plan of phase 5.4.

Comp 4: Analysis of Local Agenda (LA) 21 application in the participants’ regions

Phase 4.1: Assessment of Local agenda Application in participant Regions-LA21 Database

Description: An LA21 Achievement recognition matrix (LA21-RM) will be formed by the partnership in order to provide a structured approach/tool for the recognition of strategic regional plans, policies and processes meeting LA21 criteria.
Based on this matrix a survey on the LA21 application towards sustainability will be made. The outcomes of the survey will be assessed and the most interesting and important subjects on LA21 process in each region will be extracted. Emphasis will be given to water management sustainable projects, plans and strategies. LA21-RM form as well as filled LA21-RM per region will be displayed on the website creating a LA21 database.

Description: Through the analysis of the previous surveys the water case studies meeting Local Agenda 21criteria will be derived. These case studies, at least one per participant region, will be included in the LA21 short guidebook of phase 1.4 in order to be presented as good examples and be capitalised.

Phase 4.3: Design of PP methodology in WM

Description: Design of a methodology for Public Participation in Water Management to be applied in component 5 by LP in cooperation with the Water Development department of Cyprus. The methodology for the PP procedure will be based on the existing bibliography and similar case studies, LIFE – Water Agenda applied PP process including. Additionally, the social, economic and environmental characteristics of each pilot area will be taken into account in order to give a transnational approach in the Public Participation processes.

Comp 5: Common Responsibility Enhancement in Water Management

Phase 5.1: Motivation of Stakeholders

Description: A crucial point on the elaboration of PP procedure will be the identification of the social partners to participate in the negotiation tables and opinion survey.
In PP cases, the type of participants differs according to the project subject, implementation area and executed activities. Initially the targeted audience’s list will be long and as the procedure will be moving on will become more specific. The partners having in mind the special characteristics of the local society will organize and implement a motivation campaign in the Pilot basins. The main objective will be the selection of the most proper and effective dissemination means from the ones included in the design PP methodology in order to use it in the campaign.

Phase 5.2: Social Dialogue on Water Management at the Pilot River Basins

Description: The local stakeholders that will express their interest in participating during the previous phase will be negotiating in round tables. A “Social dialogue” on the developed strategic WM plan will be made in order to enhance Common responsibility of locals in WM at the pilot basins. It is expected to be held one negotiation table per month depending from the issues that will be discussed and the time needed.
The main thematic areas that the dialogue had to follow will be raised from the content of the strategic WM plan. However, their content could be finalized under the contribution of the participants in order to enhance the thematic areas and to ensure that the local society’s worries and needs will be taken into account.

Description: In order to consider the needs and worries of a bigger number of stakeholders an “Opinion survey” on water resources status and management will be made at the selected river basin. In this way a wider targeted audience will be informed and participated in the formation of the WM Action plan of the next phase.
The opinion survey and the implemented PP process will be evaluated and a follow up plan for the enhancement of stakeholders and civil society Common responsibility in WM will be proposed.
